Exploration and practice of safety culture building in hydropower enterprises

Abstract: In order to improve safety management in hydropower enterprises, a safety culture building method integrating traditional management and information application management was proposed. Firstly, in view of common problems like wrong interval, misoperation and violation of regulations in these enterprises, safety culture building was explored from three aspects, namely safety responsibility culture, safety behavior culture and safety material culture. Then, with Pubugou Hydropower Plant of China Energy Dadu River as an example, specific building methods were discussed. Finally, a long-term mechanism was constructed by developing intelligent security products, improving hierarchical management and control system, building safety information system and other culture led management ideas. The research shows that by integrating key elements of safety culture into information application management, enterprises can achieve the transformation from safety system management to safety culture management, therefore improving their essential safety level.
